· Research topics: Development of bioforensic scientific investigation and protection and guarantee of human rights through personal information protection.· Research background: Discussion on the effectiveness of scientific investigations contributes to the effectiveness of investigations and solutions to criminal problems only when the legality of investigations - transparency, fairness, necessity, and expertise are recognized. Basic constitutional rights (freedom of privacy, right to self-determination of personal information) guaranteed by bio-forensic investigation techniques and safeguards provided.· Differences from prior research: Through this study, it is possible to harmonize the collection and use of biometric information by law enforcement agencies and the right to self-determination of personal information (guarantee of basic rights), and to establish the legitimacy of investigation techniques that entail significant violations of basic rights. By giving it, social consensus can be formed. By reviewing domestic and foreign literature and cases, and analyzing problems and cases of personal information damage, future bio-forensic investigation process development plans were compared with previous studies. Furthermore, it was intended to serve as a stepping stone for continuous research.· Research method: Various proven manuals on the effectiveness (effectiveness) of criminal investigation procedures, specific and unified training with reliability and expertise, and systematic scientific investigation education are needed. In addition, it is hoped that bio-forensic investigation techniques will become the basis (cornerstone) of basic human rights protection by promoting academic exchanges and cooperation between domestic and international scientific investigation-related institutions.· Research results: Investigation-related criminal justice system, according to the introduction of bio-forensic investigation technique, due process reliability and effectiveness secured and technical and institutional improvement measures were sought.· Contribution points and expected effects: First, based on the above research results, first, it can ultimately contribute to guaranteeing the people's human rights and the right to self-determination of personal information by promoting the legality and effectiveness of criminal justice (scientific investigation). Second, based on the review of related domestic and foreign laws, investigation agencies, and bio-forensic policies and technologies, we aim to contribute to the research achievements of establishing a systematic national criminal justice investigation policy basic plan and presenting comprehensive bio-forensic development plans. |
