On the one hand entry-exit quarantine and inspection measures are the guards of preventing defective product and epidemic disease, and so on, from spreading in international trade, but on the other those are one of the serious non-tariff barrier which is a impediment to free trade. As of entry-exit quarantine and inspection measures contain positive and negative effects, so it is said that the cooperation among nations in the field of inspection and quarantine is the only way to enhance the former and to decrease the latter. Therefore, it is very important to promote the cooperation of inspection and quarantine between China and ASEAN. And it needs to be based on WTO agreements and China-ASEAN FTA agreements relevant to inspection and quarantine, and be implemented by every member state's competent inspection and quarantine authorities. However, the cooperation is up against a good deal of problems and obstacles,such as different constitutions, complex epidemic situations, in ASEAN composed of 11 member states. In this paper, I have investigated bilateral and multilateral sanitary quarantine agreements through SPS systems and regulations in China and every ASEAN member states. And I have also sought the problems of China-ASEAN sanitary quarantine, considered some countermeasures. |
