After the experience of the “Arduous March” resulted from the great floodin the 1990's, how North Korea responds to natural disasters caused by the recentglobal warming? In this perspective, this study analyzes damages from the flood andyellow dusts throughout Democratic People's Republic of Korea (D. P. R. K.) inthe 2000s. And it is revealed that D. P. R. K. is still vulnerable to natural disaster.To examine North Korean reaction against natural disaster, this researchanalyzes the State Hydrometeorological Administration (SHMA) of D. P. R. K. bydividing its working area into observation, data collection and weather forecast. Theresults show that SHMA has difficulties in making an weather observation by thelacks of equipment regarding weather forecast and in gathering information ofweather due to the shortage of electric power and old communication facilities. Inaddition, the level of weather analysis is low owing to insufficient computers. Theyprovide substandard weather services in this kind of poor situation. For coveringthe low level of technology capacity, SHMA has tried to improve the accuracy ofthe weather forecast and to lengthen the period of the forecast. Also, strengtheningthe capacity of predicting weather has been tried through using satellites anddeveloping the weather information centers. Lastly, this study suggests the needsfor South-North Korean meteorological cooperation in the consideration of thedifficulties of weather forecast in North Korea. |
