CRIMINAL PROCEDURE ACT § 197 provides “The qualification and scope offunction of judicial police officials in regard to forestry, marine affairs, monopolies,taxes, military investigation institution and other special matters shall be provided inActs.” and special judicial police office rules controls special judicial police office.Also, CRIMINAL PROCEDURE ACT § 196 1 sec. provides “Investigators, policeadministrative officials, police superintendents, police captains or police lieutenantsshall investigate crimes as judicial police officers under instructions of a publicprosecutor.” and CRIMINAL PROCEDURE ACT § 195 provides “public prosecutorshall, where there is a suspicion that an offense has been committed, investigate theoffender, the facts of the offense, and the evidence.” In the end, prosecutor takesthe initiative and directs the police on the criminal booking, case transfer to prosecutor, police arrest and detention, and application of law. When thejurisdiction-concurrence in the special judicial police office and general judicialpolice office occurences, prosecutor should settle the conflict of the jurisdictionconcurrencein the special judicial police office and general judicial police office.
